Purchased Books appearing on all kindle fires in family
My husband and I both have Kindle Fires. Every time one of us purchases a book, it appears on both our devices even though we have selected the individual device to which the book should be sent. Also, when my husband opens his Runner's World Magazine it is added to my carousel. Are there plans to correct this issue? Thanks.

one solution would to be have separate Amazon accounts....is a possibility in case you are both under one account

This is not an "issue" and does not need correcting. Any account holder may purchase as many Kindle devices as desired and content can be shared/synced among them.
If you prefer your purchased content be separate then open your own account and re-register your Fire to it.

Delivering content to all kindle fires in account
What is the purpose of selecting delivery to an individual device in an account if the content is automatically delivered to every device on the account?

It is only "delivered" to the one you choose. It is available for download on all devices associated with the account. For instance, if I know I will read a certain book at work I will have it delivered to my phone only thus saving space on my kf for other stuff.

Can this be why they say to disable whisper sync if you have multiple Kindles on one account?

Likely. Though its not necessary if you choose where to send the book.

Actually I just got a Fire for my wife. When I set it up all of my books showed up in her carosel. The books were not on her device. It took my a while to remove them all from the carosel. The whisper sync I mentioned is only a problem if we read the same book at the same time. Syncing to the latest page read would be quite annoying.

I think you need to manage that problem with bookmarks, much as you would if you were both reading the same physical book.
